Since the founding of New China,governments of all levels piled up a set of effective disaster management and disaster relief experiences in the long-term struggle against natural disaster,formulated a series of principles and policies,and natural disasters the accumulation of a set of effective disaster management and rescue experience,formulated a series of principles and policies,the initial established the natural disaster management and relief system.However,our present management capacity and standard of natural disasters can unfavorably adapt to actual trend in natural disaster and far from emergency response capacity and standard of developed countries.
