食品是人类生存和发展的基础,食品安全是衡量人们生活质量、社会管理水平和国家法制建设的重要标准,关系到经济发展和社会稳定。近年来,我国食品安全现状不容乐观,频频发生的食品安全事故不仅使人的生命、健康受到威胁,而且给国家经济发展、政治稳定、社会安定带来干扰和威胁。在这种背景下,加强对我国政府食品安全管制的研究,就显得尤为迫切和重要。本文运用公共管理学、公共经济学相关理论和方法,对政府食品安全管制展开理论研究。在对食品安全、政府管制、食品安全管制等核心概念界定基础上,分析了政府介入食品安全管制的理论依据,接着对我国食品安全管制体制、管制法律及政策、管制技术、社会推动力等层面的发展及现状展开梳理,试图挖掘和剖析我国政府在食品安全管制中所发挥的作用及存在缺陷,通过学习借鉴美国和欧盟的食品安全管制经验,探索如何整合现有管制资源,为加强我国政府食品安全管制提出初步建议和设想。2008年4月20日,全国人大常委会办公厅向社会全文公布食品安全法草案,广泛征求各方面意见和建议,以更好地修改、完善这部法律草案。由于本文是在草案公布前成文,笔者对该法案的研究及认识还不够,文中所提出的些加强政府食品安全管制建议和对策在食品安全法草案中已有所体现,笔者会在今后继续加强研究。本文除绪论和结论外,共分四章。绪论：介绍了本文的研究目的、研究意义,国内外研究现状分析,研究方法等,并界定了政府食品安全管制的相关核心概念。首先对政府实行食品安全管制的理论依据展开分析。食品安全管制的公共产品属性、市场失灵所引起的信息不对称及外部性,以及政府的公共管理职能,都要求政府介入食品安全问题,整合各种资源,实行有效管制。其次阐明我国政府食品安全管制的发展情况及现状,并就存在的问题展开分析,重点从政府管制体制、法律法规及管制手段、管制技术要素、社会推动力四大方面来论述政府食品安全管制的不足及待改进之处。再次,国外发达国家的食品安全管制经验探讨。文章详细介绍了美国及欧盟的食品安全管制状况,归纳了可借鉴之处,并为提出我国食品安全管制的对策作出铺垫。最后,针对我国政府食品安全管制中存在的问题,从构建合理有效的政府管制体制、完善食品管制相关法律法规政策、提高管制技术水平、整合社会资源这四个方面为我国应如何加强政府食品管制提出建议和对策,力求使对策具有系统性、针对性、新颖性。Food is the basis for human survival and development, food safety is a measure of quality of life, social management and the importance of national standards of the legal system related to economic development and social stability. In recent years, China’s food safety situation is not optimistic, the high incidence of food safety incidents is not only human life, health threats. but also to the country’s economic development, political stability, social stability and bring about disturbances and threats.In this context, strengthening the control of our government food safety research, is particularly urgent and important. In this paper, public administration.public economics theory and methods of food safety control of the government to start theory. In food safety, government regulation, food safety control based on the definition of the core concepts, analyzing the government intervention in the theoretical basis of food safety control,and then on the control of food safety system, control laws and policies, control technology, social and other aspects of driver start combing the development and current situation, trying to dig and analyze the control of our government in food safety and the role played by defects, by learning from the U.S. and EU food safety control experience, and explore how to integrate the existing control resources.
