近几年,论述俄国帝国主义在八国联军侵华时期的活动著作不少,但多侧重揭发暴行。我认为揭露俄国的侵略行动不能仅仅局限于此,还要进一步分析其对华外交的意图。事实上,沙皇俄国在1900年八国联军侵华初期,实行了一种所谓的“二流政策”——不要领导权;二不充当干涉主角。它实行这一政策的动机是什么,背景怎样?本文拟围绕这一内容,提出几点看法,以请教于同志们。
In recent years, there have been many writings on the activities of the Russian imperialists in the Eight-Power Allied Forces’s invasion of China, but more attention has been paid to exposing atrocities. I think that exposing Russia’s aggressive actions can not be confined to this point, but also analyzes its intention to diplomacy with China. In fact, Tsarist Russia practiced a so-called “second-rate policy” in early 1900 when the Allied Forces of the Eight Powers invaded China - without leadership; What is the motive behind the implementation of this policy and what is the background? This paper is going to focus on this content and put forward some suggestions for seeking advice from comrades.
