2016年3月,中共中央出台实施《关于深化人才发展体制机制改革的意见》,其中明确提出在职称评级和晋升方面,不再对外语、计算机等实施统一考试。随后,人力资源和社会保障部于2016年12月对外公布了下一年度的专业技术人员资格考试工作计划,其中职称外语被剔除在外。2017年1月,中共中央办公厅、国务院办公厅印发《关于深化职称制度改革的意见》,其中对职称外语、计算机应用能力等考试不再进行强制性要求,交由用人单位自主评定,职称外语考试被取消受到社会公众的广泛关注。
In March 2016, the CPC Central Committee issued the Opinions on Deepening the Reform of the System and Mechanisms for Talent Development, in which it explicitly proposed that no unified test should be conducted on foreign languages and computers in respect of the grading and promotion of professional titles. Subsequently, the Ministry of Human Resources and Social Security announced in December 2016 the work plan of qualification examinations for the next year, in which the foreign languages of professional titles were excluded. In January 2017, the General Office of the CPC Central Committee and the General Office of the State Council printed and distributed the Opinions on Deepening the Reform of the Professional Title System, in which the examinations on the proficiency in foreign languages and computer application were no longer mandatory, and were handed over to the employer for self-assessment, Examination was canceled widespread public concern.
