第一条:为解决本市复业复工中之劳资纠纷,以利恢复与发展生产之目的,特制定本办法。第二条:凡已开工复业之工厂商店,须本劳资两利发展生产之方针,并照顾各厂具体情况,共同克服困难的精神,以求改善劳资关系,加强劳动纪律。第三条:凡未开工复业或未完全开工复业者,其生产条件并无重大困难时,资方不得藉故拖延复业复工,如确因不可克服的困难而不能开工复业或须歇业、转业者,须向市府主管机关申请批准。第四条:凡工厂商店,于本市解放前四个月内,因故全部停业、或暂时停业、或部份停业、已全部或部份将职员工人(以下简称职工)遣散离厂者,解放后如全部复后者,资方对该厂在上述时间内遣散之职工,应予以复工,其未到厂要求复工者,
