党的十八大报告提出了经济建设、政治建设、文化建设、社会建设、生态文明建设“五位一体”的社会主义现代化总体布局,并把生态文明建设放在了突出地位。河北省承德市下辖多个民族自治县,其民族自治县大部分位于京津冀生态涵养区,承担着维护京津冀生态平衡的重任,因此,理清承德市各民族县生态文明与转变经济发展方式的关系,明确其转变经济发展方式有着重大战略意义。
