“应对雾霾,减少排放”成为中国当前治理环境污染最急迫的问题,以燃煤为主要发电方式的电力企业在生产过程所排放的二氧化碳、氮氧化物和悬浮颗粒物正是造成雾霾的主要根源。而随着“电改”的进行,电网作为“发电-供电-用电”这条电力供应链中第二环节的主体,正处于改革的风口浪尖。基于此,本文以电力企业中的电网企业为重点,研究以降低电力企业能耗、实现节能为目的的低碳管理绩效评价模型。本文运用“驱动力-状态-响应(DSR)”模型构建了电力企业低碳管理绩效评价体系,采用层次分析法计算评价指标的权重,结合实例进行对比,预期为电力企业的规划、运营、监管系统过程提供提高低碳管理水平的标准,提高电力企业综合低碳绩效、推动电力企业绿色发展和可持续发展。
