中国国有企业承担着民族振兴,国家富强的重要责任,也是解决中国就业问题,实现技术创新的重要力量。但在目前的经营体制下,国有企业效益低下,资产流失严重。如何形成有效的监督、激励机制使得国有企业提高效益,保值增值。从中央到地方都做着各种各样的尝试,创立了很多制度和方法,其中包括托管制、独立董事制度、MBO等。但是时至今日,仍然没有形成一套对国有企业进行有效经营管理的完整成熟模式。其实,国有企业改革关键在于寻找一个可以代表国有资产所有者利益并与国有资产授权管理人相互呼应和制约的主体,并直接参与对国有资产和国有企业的管理,才有可能实现国有资产保值增值的目的。中国国企引进西方职业经理人制度是条值得探索的途径。
China’s state-owned enterprises bear the important responsibility of rejuvenating the nation and making the country rich and powerful. In fact, the key to the reform of state-owned enterprises lies in finding a subject that can represent the interests of owners of state-owned assets and interact with and authorize managers of state-owned assets, and directly participate in the management of state-owned assets and state-owned enterprises so that it is possible to achieve the goal of preserving and increasing the value of state-owned assets the goal of. The introduction of western professional managers system by Chinese state-owned enterprises is a worthwhile way to explore.
