一项高科技成果的转化,可以诞生一个新兴产业,创造出巨大的经济效益;可以有效提高工作效率,促进生产力以几何级数的速度发展;可以迅速改变作战手段,形成惊世骇俗的国防力量;可以改变人类的生活习惯,大大提高人们的生活质量。但是,科技成果转化现实生产力的过程,是一个十分复杂的社会过程、一项庞大的系统工程。它既涉及到科技成果本身是否协同配套的问题,又涉及到政策、体制、管理、市场等社会诸多方面能否协同运作的问题。因此对科技成果转化工作的现状进行分析并研究如何加以改进是一件十分必要的事情。统计数字表明,改革开放后我国科技进步因素在经济增值中的比重,已由改革前的10%左右提高到30%左右;科技成果推广率由改革前的20~30%左右提高到50~60%左右。尽管取得了显著的成绩,但是发达国家科技进步因素在经济增值中60~80%的比重及日本由于重视科技成果的转化在短短40年中一跃成为世界经济顶尖强国的骄人成绩相比,在科技成果转化为现实生产力的速度、规模、范围和效果等方面还存在不少问题。认真分析一下,大致可概括以下几点:
