随着电信事业的迅猛发展,许多企业或团体拆除了小交换机,而加入了市电信局的虚拟网程控系统,这是通信发展的一种新动向。所谓虚拟网业务是指电信部门为满足小交换机用户通信的需要,使之紧跟通信发展步伐、提高其通信质量及运行效率,最终达到发展高水平通信公网的目的,对交换机用户采取的一种“撤机入网”的改制方式。“机”即是指用户原先拥有的小交换机,“网”是指电信部门利用电信新技术在通信公网上虚拟出的一个适用于集团用户的小交换网。它享有程控电话的一切功能并可拥有其它特殊性能。
