本文在分析我国城乡转移性收入不平等的变动趋势的基础上,采用2000-2013年的省级面板数据,实证研究了工业化和城市化背景下财政支农支出对城乡转移性收入不平等的影响。研究结果表明:在经济发展水平、城市化水平和工业化水平、农村固定投资水平不变的条件下,扩大财政支农支出规模、财政支农力度均能有效缩小城乡转移性收入不平等,且缩小效应受经济发展水平的制约;经济发展水平和农村固定投资水平对转移性收入差距具有显著的负向影响,而城市化水平和工业化水平的提高加大了城乡转移性收入的差距。因此,要缩小城乡转移性收入差距,就应该在继续扩大财政支农水平的基础上,积极调整转移支付政策,逐步消除城乡分割的城乡再分配制度。
Based on the analysis of the changing trend of income inequality between urban and rural areas in our country, this paper uses the provincial panel data from 2000 to 2013 to empirically study the impact of fiscal expenditure on urbanization on the inequality of urban and rural migrant income under the background of industrialization and urbanization . The results show that under the condition of economic development level, urbanization level and industrialization level, as well as fixed investment level in rural areas, expanding the scale of financial support for agriculture and fiscal support for agriculture all can effectively reduce the urban-rural transfer income inequality and reduce The effect is constrained by the level of economic development; the level of economic development and the level of fixed investment in rural areas have a significant negative impact on the transitional income gap, while the increase in the level of urbanization and industrialization has increased the gap between urban and rural migratory income. Therefore, to reduce the income gap between urban and rural areas, we should, on the basis of continuing to expand the level of financial support for agriculture, actively adjust the transfer payment policy and gradually eliminate the urban-rural redistribution system.
