《中华人民共和国渔业法》颁布已经5年了,《中华人民共和国海洋环境保护法》(以下简称《海洋环保法》)颁布实施至今已近9年,我国的海洋环境保护工作取得了一定的成绩。但应清楚地看到海洋环保工作尚未得到各级领导和广大群众足够的重视,就是在执法机关内部也存在着相当模糊的认识。本文拟对某种观点加以澄清。
The Fisheries Law of the People’s Republic of China has been promulgated for five years. The Law of the People’s Republic of China on the Protection of the Marine Environment (hereinafter referred to as the “Marine Environmental Protection Law”) has been promulgated for nearly nine years now. China’s marine environmental protection has achieved some achievements . However, it should be clearly seen that the marine environmental protection work has not received enough attention from leaders at all levels and the general public, that is, there is also a rather vague understanding within the law enforcement agencies. This article intends to clarify a certain point of view.
