7月15日邮电部印发《邮电部工作规则》(6月16日部务会议通过)。《规则》包括:部长、副部长的职责;邮电部会议制度、文件审批制度、内事外事活动制度、请示报告制度及接待制度。7月17日邮电部致函新华社香港分社:邮电部在香港成立的“天波通信发展有限公司”作为部的“窗口”公司。该公司为独立经济实体,实行独立核算,自负盈亏,除按照国家批准的经营范围和有关规定开展业务活动外,还代表邮电部对邮电部门驻香港机构行使行政管理和监督检查职能。
July 15 Ministry of Posts and Telecommunications issued the “Ministry of Posts and Telecommunications Working Rules” (June 16 ministry meeting passed). The Rules include: the responsibilities of ministers and deputy ministers; the conference system of the Ministry of Posts and Telecommunications, the examination and approval system of documents, the system of foreign affairs activities of internal affairs personnel, and the system for presenting reports and reception. July 17 Ministry of Posts and Telecommunications sent a letter to Xinhua News Agency, Hong Kong Branch: Ministry of Posts and Telecommunications in Hong Kong established the “Sky Wave Communications Development Co., Ltd.” as the Department “window ” company. The company, an independent economic entity, conducts independent accounting and assumes sole responsibility for its own profits and losses. In addition to carrying out business activities in accordance with the business scope and relevant provisions as approved by the state, it also exercises the functions of administration and supervision over the offices of the post and telecommunications departments in Hong Kong on behalf of the Ministry of Posts and Telecommunications.
