目前我国住房保障制度的建设和推进还相对滞后。在我国现行住房政策条件下,住房供给主要涉及三个方面:即通过商品房来解决高收入者的住房需求;通过经济适用住房政策来解决中低收入者家庭的住房需求;通过廉租住房政策来解决没有购买能力者的居住需求。为此,各地逐步建立起了以经济适用住房制度,廉租住房制度和住房公积金制度为主要内容的住房保障政策的基本框架,但是,在实际操作过程中,住房保障政策的落实还远远不够。政府的有效宏观调控、严格制度监督和健全高效的房地产开发机制,应该是解决这一问题的关键。借鉴美国、英国和新加坡等国家住房保障制度建设经验,研究和落实我国中低收入者住房保障制度,进一步明确政府宏观调控、市场监管和住房保障制度建设三大任务,最终解决我国中低收入者住房问题,对于建构社会主义和谐社会,改革和完善政府职能,落实科学发展观,具有重要理论意义和实践价值。
At present, the construction and promotion of China’s housing security system is still relatively backward. In China’s current housing policy conditions, the housing supply mainly involves three aspects: that is, through the commodity housing to solve the housing needs of high-income earners; through affordable housing policy to address the housing needs of low-income families; through low-cost housing policy to Solve the living needs of those who do not have the purchasing power. For this reason, the basic framework of housing security policies based on affordable housing system, low-rent housing system and housing provident fund system has gradually been established in various places. However, the actual implementation of the housing security policy is far from sufficient . The government’s effective macro-control, strict system supervision and sound and efficient real estate development mechanism should be the key to solve this problem. Learn from the United States, Britain and Singapore and other countries housing security system construction experience, study and implement China’s low-income housing security system to further clarify the government’s macro-control, market regulation and housing security system construction of the three major tasks and ultimately solve our low-income earners Housing issues have an important theoretical and practical value for building a harmonious socialist society, reforming and perfecting government functions and implementing the scientific concept of development.
