全国政协委员、《人民日报》副总编辑张虎生在全国政协九届二次会议分组讨论发言建议,制定专门法律来保障和规范舆论监督。张虎生委员说,进一步做好新闻舆论工作,亟须以法律形式指导、支持、保障和规范舆论监督,保障新闻工作者的合法权益,使舆论监督有法可循,走向法制化的轨道。他提出,如果制定一个比较完备的新闻法条件一时尚不成熟,可否先制定保障舆论监督的专项法律,对舆论监督的指导思想、宗旨、范围、权利和义务等作出明确具体的规定。
Zhang Hu-sheng, member of the CPPCC National Committee and vice chief editor of “People’s Daily”, discussed and advised in group discussions at the second session of the Ninth CPPCC National Committee and formulated special laws to safeguard and standardize the supervision by the media. Zhang Hu-sheng said that in order to further improve the media public opinion, it is imperative to guide, support, guarantee and standardize the supervision of public opinion in the form of laws, and guarantee the legitimate rights and interests of journalists so that public opinion supervision can follow the law and move towards legalization. He proposed that if a relatively complete set of conditions for the press law is not yet ripe, whether special laws can be formulated for the supervision of public opinion and clear and specific provisions on the guiding ideology, purpose, scope, rights and obligations of public opinion supervision should be formulated first.
