辽宁省锦西市西水东调工程,是一项跨流域的大型引水工程。这项工程对在市场经济体制下,如何更好地发展水利部门在城市供水方面的新兴产业,按价值规律重新配置水资源,促进经济发展,有着重要意义。第一,从当前锦西城区水资源严重紧缺的现状来看,西水东调工程是一项应急工程锦西市是辽宁省辖的沿海开放城市,又是辽宁省重要的石油化工基地之一。1992年全市工农业总产值达到105亿元,建市3年来,年经济增长速度一直保持在11%以上。但是,由于锦西市城市规划区水资源人均占有量仅为290立方米,而市属建昌县、绥中县的人均占有量
Jinxi City, Liaoning Province, east-west water transfer project is a large-scale water diversion project.
