通过实验,比对了黑龙江漠河中俄输油管道2014年1月1日至2017年4月30日期间进口俄罗斯原油密度检验中国、俄罗斯双方口岸的实验检验结果,研究了俄罗斯原油检验ГОSТ国家标准和我国原油检验GB国家标准的差异性。3年多的对比试验结果显示,采用俄方ГОSТ标准和中国GB标准测定原油密度的检验结果明显存在系统性偏差;研究得出的中俄双方检验结果的变化规律以及相对误差,为中俄原油贸易谈判和争端的解决提供了实验依据,为中俄总理定期会晤委员会经贸合作分委会的标准计量认证和检验监管常设工作组能源计量分组的四次会谈提供了技术支撑。
Through experiments, the author compares the experimental results of Russian and Chinese crude oil density inspection of China and Russia imported pipelines between January 1, 2014 and April 30, 2014 in Heilongjiang Mohe between Russia and Russia, and examines the national standard of Russian crude oil test ГОSТ and China’s crude oil test GB national standards differences. The results of comparative tests over three years show that the test results of crude oil density using Russian ГОSТ standard and Chinese GB standard obviously have systematic deviation. The variation law and the relative error of the test results between China and Russia obtained by the research are as follows: Trade negotiations and the settlement of disputes provided experimental basis for the China-Russia regular meeting of the Committee on Economic and Trade Cooperation Sub-Committee of the standard metrological certification and inspection and supervision of the Standing Working Group of the energy measurement sub-group of four talks provided technical support.
