农村税费改革后,一些地方的农村工作似乎失去了抓手,组织村民的凝聚力下降,农村经济缺乏活力,村两委在位不谋政,甚至相互较劲等问题日渐突出。面对这一系列棘手问题,各地进行了大量有益探索,选派机关优秀干部到行政村任村第一书记就是其中之一,并且卓有成效。2015年中央组织部、农办、扶贫办联合印发《关于做好选派机关优秀干部到村任第一书记工作的通知》,更是肯定了选派机关干部到村任第一书记的做法。
After the reform of taxes and fees in rural areas, the work of rural areas in some places seems to have lost their grip, the cohesion of villagers has been reduced, the vitality of rural economy has become sluggish, the positions of village committees and ministries in their posts have not been conspired with each other, and even issues of mutual antagonism have become increasingly prominent. Faced with this series of thorny issues, there have been many fruitful explorations in various places. One of them, being the first secretary of the village to appoint outstanding cadres in the government agencies, has been fruitful. In 2015, the Central Organization Department, Agricultural Affairs Office and Poverty Alleviation Office jointly issued the Circular on Doing Well the Selection of Outstanding Cadres to the First Secretary of the Village, and even affirmed the practice of selecting cadres of the organs to appoint the first secretary to the village.
