自《中华人民共和国企业国有资产法》2008年颁布以来,国有控股集团企业的管控有了法律依据,但结合各地国有控股集团企业运行质量与管控状况,仍然存在思路不清、方向不明,政策制定与法律规章脱离,具体执行与管理要求相背离,国有资产相比一般其他类型的企业,运行质量与管理水平仍存在一定差距。本文通过对国有控股集团企业的管理问题罗列与分析,探讨性的提出了管控思路,并提出了管理思路实施的建设性措施。
Since the “Enterprise’s State-owned Assets Law of the People’s Republic of China” was promulgated in 2008, the control of state-controlled group companies has a legal basis. However, combined with the operating quality and control of state-owned holding group companies, there are still unclear ideas and uncertain directions. With the separation of laws and regulations, specific implementation and management requirements deviated from the state-owned assets compared to other types of enterprises, there is still a certain gap between the operating quality and management level. This article lists and analyzes the management problems of the state-owned holding group companies, discusses the ideas of management and discussion, and puts forward constructive measures for the implementation of management ideas.
