中国4万亿元经济刺激方案震撼世界,其中位居首位的是“加快建设保障性安居工程”。按照该方案,未来三年我国将会投资9000亿元用于保障房建设,平均每年投入约3000亿元。相比之下,2007年全国房地产开发投资25280亿元,而同年全国各地廉租住房建设资金仅93.8亿元。在大量的保障房即将动工之际,一方面,人们期待,房地产市场能够形成市场与保障并行的新格局,另一方面,人们又怀疑,保障房究竟能够走多远?
China’s 4 trillion yuan economic stimulus plan shocked the world, among which the top one was “to speed up the construction of affordable housing projects.” According to the plan, China will invest 900 billion yuan for the protection of housing construction in the next three years, with an average annual investment of about 300 billion yuan. In contrast, in 2007 the national real estate development investment 252.8 billion yuan, while the construction of low-rent housing throughout the country only 9.38 billion yuan. On the one hand, people expect that the real estate market will form a new pattern of parallel markets and guarantees. On the other hand, people also wonder how far the social security houses can go.
