Aerospace News reported from May 4 to May 10, 1992: Some U.S. aerospace companies are setting up their offices in Moscow for the purpose of investigating the state of the Soviet space industry and the market. Companies that have offices in Moscow include Rockwell International, Rand Corporation and others. A U.S. expert on the Soviet Union has conducted five missions and 50 talks to the Commonwealth of Independent States in the past 18 months. He commented that the organizational structure of Russia’s space research and production department is disorganized and that the space agency houses too many design units, research institutes and factories. In the long run, they should be separated from the space agency. The recent zenith failure has to blame on the loss of technicians at all levels in the rocket manufacturing plant, while the CIS authorities are trying to compete with Western rockets using the zenith. The U.S. Department of Commerce will send people to the CIS to examine more than a dozen specialized public companies by the end of June
