In recent years, with the rapid development of international shipping industry and continuous improvement of technology, as well as the increasing concern of the international community over the safety of maritime vessels and the marine environment, the relevant international maritime conventions have been constantly produced, amended and revised. The effectiveness of these conventions, through the promotion of compliance by the IMO with flag state implementation and strengthening of the port State control mechanism, has resulted in the formation of a complete package to ensure navigational safety and the protection of the marine environment
