杭州自2005年开展的市直单位综合考评,包含着“公众参与”与“官僚控制”的双重发展线索。一方面,这类公众参与在包容性和有效性两个维度上都有所进展,推动着政府回应民生问题、提升治理绩效;另一方面,官僚机构面对规制压力可能交替采用常规策略和机会主义策略,使得综合考评的控制力发生变数。为了加强综合考评的实效,杭州不断尝试体系内的突围,引导绩效考评向绩效管理转型。
The comprehensive appraisal conducted by Hangzhou directly from 2005 includes the dual development clues of “public participation” and “bureaucratic control.” On the one hand, such public participation has made progress both in terms of inclusiveness and effectiveness, pushing the government to respond to people’s livelihood issues and improving governance performance.
