医保招标采购拥有逐级支付和并行支付两种不同的支付流程。在一次结算周期内,以幂函数衡量基本药物供需关系,结合零差率销售特征,考虑资金增值作用,构建了两种支付流程的基本药物供应链收益及差值函数,分析了资金收益率和结算时间的单调性质,得出了收益提升的实现条件。数值检验表明:若不考虑资金增值,则两者收益一致;若考虑资金增值,则两者收益发生变化,且资金收益率越高,并行支付流程的改进效果越明显;医保结算时间是影响基本药物供应链运作的关键要素;在维持当前基本药物价格体系的情况下,并行支付流程更有可能创造更多价值。
Medicare bidding has a gradual payment and pay in parallel payment of two different payment processes. If the capital appreciation is taken into consideration, the returns of the two will change, and the higher the return on capital, the more obvious the improvement will be in the parallel payment process.
