新形势下,研究和探索道路交通安全管理工作,构建道路交通事故预防机制,是摆在我们面前的一个课题。 随着我国经济进入快速发展期,交通事故同样也进入了一个高发期。根据对南平市的事故分析,到94-95年交通事故迅速上升到交通管理体制改革以来的最高点,形成一个波峰,这些年来就围绕着这个波峰上下波动。从交通事故四项指数绝对数来看,整个形势趋于平稳,但这并不是衡量交通安全状况的有效指标,国外通常是以完成亿吨公里交通事故率和万车事故率来评价交通安全状况,我国目前主要是以万车事故率来进行衡量。仅从万车死亡率一项来分析,我市虽然呈逐年下降趋势,但去年仍然高达15.4人/万车,高于全省和全国的平均水平。
