在行政管理过程中,影响行政组织设置的因素很多,但如果从影响行政组织设置诸因素的范围角度来划分,一般可分为二类:即影响行政组织设置的宏观因素和微观因素。所谓宏观因素是指在总的方向、结构方面,影响、制约行政组织设置的因素。而微观因素则是指对行政组织设置有具体影响的因素。本文认为影响制约行政组织设置的宏观因素是主要的、根本的因素,它从总体上规定了行政组织设置的方向、规模和结构特性;而影响行政组织设置的微观因素则是非根本性的、次要的因素,它只是具体规定了行政组织设置的内部结构。从行政学的角度讲,影响行政组织设置的宏
In the process of administration, there are many factors that affect the setting of administrative organizations. However, if we divide them from the perspective of the range of factors that affect the establishment of administrative organizations, we can generally divide them into two categories: the macro-factors and micro-factors that affect the establishment of administrative organizations. The so-called macro-factors refers to the overall direction, structure, the impact of the constraints set by the administrative organization. The micro-factors refer to the specific factors that influence the setting of an administrative organization. This paper argues that the macroeconomic factors that affect the setting of administrative organizations are the main and fundamental factors that generally stipulate the direction, scale and structural characteristics of administrative organizations. The microeconomic factors that influence the establishment of administrative organizations are not fundamental.
