在经济新常态下,国家不断拉动内需,农网建设投资大幅增加。以国网安徽五河县供电公司为例,2013至2016年共投资农网升级工程22150万元,在大规模的资金投入下,规范工程资金管理显得尤为重要。必须抓好“主体部门履责,保障部门监督,流程制度规范,未雨绸缪防治”四个环节,切实加强工程资金管理。抓根本,落实主体部门责任注重事前预控。财务部门要建立健全农网工程资金预算管理
