党的十五届六中全会《决定》明确提出,要“推行和完善国库集中收付制度”。全国人大九届四次会议通过的《国民经济和社会发展第十个五年计划纲要》明确提出:要“改革国库制度,建立国库单一账户体系为基础的现代国库集中收付制度”。中纪委七次全会明确要求:“要进一步推行国库集中收付制度,增加试点部门,规范政府收支行为”。国务院第四次廉政工作会议进_步强调:要“加快推行财政国库管理制度改革,对各项财政资金逐步实行国库集中收付”。遵照党中央、国务院的要求,我们必须加快财政国库管理制度改革的步伐。
The “Decision” of the 6th Plenary Session of the 15th CPC Central Committee clearly put forward that it is necessary to “promote and improve the centralized treasury collection and payment system.” The “Outline for the Tenth Five-Year Plan for National Economic and Social Development” passed at the Fourth Session of the Ninth National People’s Congress clearly states that it is necessary to “modernize the treasury centralized collection and payment system based on the treasury system and the establishment of a single treasury account system.” Seven plenary sessions of the Central Discipline Inspection Commission clearly required: “We will further implement the centralized treasury collection and payment system, increase the pilot departments and regulate government revenue and expenditure.” The fourth session of the State Council’s work conference on clean government further emphasized that it is necessary to “speed up the reform of the treasury management system and gradually implement treasury collection and payment of various fiscal funds.” In accordance with the requirements of the Party Central Committee and the State Council, we must speed up the pace of reforming the treasury management system in the fiscal field.
