每年中国都有大量的文化创意产品面世,但真正走向市场的不到三分之一,走向市场后能盈利的不到五分之一交易不畅已经成为制约版权产业发展的瓶颈建设版权交易中心,可以很大程度地改变目前我国版权贸易落后的局面《投资北京》:请问目前国际上对版权产业是怎样界定的?版权产业链主要包括哪几部分?王野霏:世界知识产权组织以及美国等国家把文化创意产业也称作版权产业“,”Cultural creative industry is called as copy rights industry by World Intellectual Property Organization and some countries,such as the U.S,emphasizing that copy right is the core asset of creative enterprises.Intellectual property,especially protection for intellectual property is the pre-condition and basis of industry development. In China,many cultural creative products are available each year,but less than 1/3 of them have been accessed to market,and only less than 1/5 of them have been profitable after accessing to market.On the one hand,productivity of cultural creative industry in China is in surplus,on the other hand,investors are difficult to find good ideas,drafts and books,good music,therefore,cultural products which meet the demand of market can not be produced.Ineffective trading is the bottle neck of copy right industry development. According to a research conducted by some institute,the ratio of drawing force attribute to copy right trading towards related industry is 1:10.To establish a copy right trading center would greatly improve copy right trading in China,and also to solve the following problems in long term:dispersed trading,backward trading pattern,insufficient information exchange,high cost of trading,lack of regulation and transparency of trading process.Such trading center would also helpful for providing a modern,internationalized and informationalized trading platform and expressway of development in changing creative achievements into actualized productivity,and to enhance core competitiveness and international influence of cultural creative industry in Beijing. Beijing possesses comprehensive advantages and good industrial basis for establishing copy right trading center.It is an important measure to realize the guidance of the 17th Party Congress by establishing such center,which would significantly accelerate development of cultural creative industry in Beijing.To speed up establishing copy right trading center should pay great efforts in the following: First,it is to integrate administrative resource and improve promotion mechanism. Second,it is to speed up in establishing trading platform and improving trading system.Third,it is to issue incentive policy and to create good policy climate.Forth, it is to develop copy right trading service system,to regulate copy right trading activities.
