修法亮点解读亮点一:男女平等列为基本国策背景在审议妇女权益保障法修正案草案的过程中,是否应把“男女平等”这一项基本国策列入,成为十届全国人大常委会组成人员关注的焦点。许多常委会组成人员认为,把男女平等作为一项基本国策在法律中确定下来,顺应了时代要求,符合我国国情,也体现了广大妇女同胞的意愿。条文妇女权益保障法第二条中第二款规定:“实行男女平等是国家的基本国策。国家采取必要措施,逐步完善保障妇女权益的各项制度,消除对妇女一切形式的歧视。”
