由于执法缺陷,导致了农村社会治安的困局。执法缺陷主要表现为不少刑事案件被执法机关“依法”降格为行政案件或民事案件调解处理了;一些经济欠发达地区的执法机关由于办案经费紧张,办案的积极性和热情严重不足等方面。本文认为解决这一问题的关键取决于执法机关及执法人员能否落实“严格执法、热情服务”的执法理念。 Due to law enforcement defects, it has led to the dilemma of rural social order. Law enforcement deficiencies are mainly manifested in that many criminal cases have been handled by administrative organs or “lawfully” degraded to mediation in administrative cases or civil cases; some law enforcement agencies in economically underdeveloped regions have been facing the problem of lack of funds for handling cases, serious cases of enthusiasm and handling enthusiasm . This paper argues that the crux of the solution to this problem depends on whether law enforcement agencies and law enforcement officials can implement the concept of “strict enforcement of law and enthusiasm for service”.
