水是生命之源,土是生存之本,水土是人类赖以生存和发展的基本条件,是不可替代的基础资源。而土壤基本上是一种不可再生的自然资源,因为在自然条件下,生成1cm厚的土层平均需要120~400年的时间,在水土流失严重地区,每年流失的土层厚度均在1cm以上。因此,水土流失问题已引起了世界各国的普遍关注,联合国也将水土流失列为全球三大环境问题之一。对水利可持续发展的必要性进行了分析,然后阐述了中国水土流失现状和水土流失对水利的危害,最后对水土保持在水利中的积极作用与重要性进行了探讨。
Water is the source of life, soil is the basis of existence, soil and water are the basic conditions for human survival and development, and are irreplaceable basic resources. The soil is basically a kind of non-renewable natural resources, because in natural conditions, the formation of 1cm thick soil layer takes an average of 120 to 400 years, in areas where soil erosion is serious, the annual loss of soil thickness are more than 1cm . Therefore, the issue of soil and water loss has aroused the widespread concern of all countries in the world. The United Nations also lists soil and water loss as one of the three major environmental problems in the world. The necessity of sustainable development of water conservancy is analyzed. Then the current situation of soil and water loss in China and the harm of water and soil loss to water conservancy are expounded. At last, the active role and importance of soil and water conservation in water conservancy are discussed.
