在《战国策·赵策》中古人云:“利不百者不变俗,功不什者不易器。”就是说没有百倍的利益不要变革,没有十倍的功效不要更换器物。反过来也是说当利益超出一定范畴的时候,旧的管理方式已经不能适应现在的生产力发展水平的时候,就必须要变革;当手中运用的器物远远不能满足开发市场要求的时候,就要通过更换来达到目的,换言之:“利不百者必变俗,功不什者定易器。”把这句话用在我国当前医院管理体制改革的问题上是在确切不过了。
