中国汽车产销量已连续5年世界第一,理应在技术法规和标准上享有更多话语权,为自主品牌发展赢得主动,但我国的技术标准和法规所起的作用还不尽如人意。一是过度依赖欧标,使欧洲车企长驱直入;二是法规、标准政出多门,多头管理;三是法规和标准的制定没有充分顾及自主发展水平;四是法规标准执行走样,不能如期严格执行。
China’s automobile production and sales have been the first in the world for five consecutive years. China should enjoy more say in technical regulations and standards and win the initiative for the development of its own brand. However, the role played by China’s technical standards and regulations is not satisfactory. First, over-reliance on the European standard, the European car prices driven into the second is the laws and regulations, the standard governance out of doors, long management; third is the formulation of laws and standards did not fully take into account the level of independent development; Fourth, the implementation of regulatory standards, can not be as strict carried out.
