日本农药管理法始于1948年,其后,为了加强以毒性和残留性评价为中心的登记检查、扩大出售和使用限制为主的各项行政措施,对农药管理法作了多次修改。迄今,已作为一项制度不断完善。制订农药管理法的目的,是通过建立登记制度,对农药的出售和使用加以限制,使农药有恰当的质量标准、保证安全和正确的使用,从而有益于农业生产的稳定、保护人民的健康和生活环境。现行的法规由登记制度、销售和使用限制制度,对制造厂商和进口商的表示制度,出售者和防治者的申报制度等所组成。
The Japanese Law on Pesticide Management began in 1948 and many subsequent changes were made to the Pesticide Management Act in order to strengthen the administrative checks centered on the assessment of toxicity and residue, and the expansion of restrictions on the sale and use of pesticides. So far, it has been refined as a system. The purpose of formulating the Pesticide Management Law is to limit the sale and use of pesticides by establishing a registration system so that pesticides have appropriate quality standards to ensure safe and correct use so as to be conducive to the stability of agricultural production and the protection of people’s health and living environment. The current regulations consist of a registration system, a system of restrictions on sales and use, a system of representations to manufacturers and importers, a reporting system for sellers and controllers.
