本文回顾了《矿产资源法》实施以来矿产资源国家所有权管理方面的情况,分析了传统的矿业管理体制的弊端,提出在国家所有权与开采经营权分开的前提下,由国务院授权地质矿产主管部门代表国家对全国矿产资源实行统一管理,有利于社会主义经济的协调发展。
This article reviews the state ownership of mineral resources since the implementation of the Mineral Resources Law and analyzes the drawbacks of the traditional mining management system. It proposes that under the precondition that the state ownership and mining management rights are separated, the State Council authorized the representatives of the departments of geology and mineral resources The state’s unified management of mineral resources across the country is conducive to the coordinated development of the socialist economy.
