随着大量农村和外来劳动力涌入城市求职就业,社会办职业介绍机构快速增长。当前,社会办职业介绍机构发展过程中存在着制度不健全、运行不规范、信用度不高、规模层次低、规划难等问题。如何加强对社会办职业介绍机构的指导、管理和监督,完善市场就业机制、就业服务体制,促进劳动力市场健康有序发展,是劳动保障部门必须研究解决的重要而又现实的课题。下面,笔者以所在宁波市为例,结合多年市场管理实际,提出“四个结合”的建议。
With the influx of a large number of rural and migrant workers into the cities for jobs and employment, social employment agencies have grown rapidly. At present, there are problems in the process of social employment agency development such as the imperfect system, non-standard operation, low credit standing, low-scale and poor planning. How to strengthen the guidance, management and supervision of social employment agencies, perfect the market employment mechanism, the employment service system and promote the healthy and orderly development of the labor market are important and realistic topics that the labor and social security departments must study and solve. The following, the author is located in Ningbo City, for example, combined with years of market management practice, put forward “four combinations ” proposal.
