In view of the transient nature of some chemical reactions and the complexity of the reaction system, there are some difficulties in carrying out the chemical reaction kinetics due to the limitations of the test methods. As early as 1931, P. Pascal et al studied the kinetics of the reaction of IO 4 ~ - with I ~ only in neutral and acidic solutions. Later, A.Indlli et al.
