中国共产党第十七届中央委员会第五次全体会议以审议中国第十二个五年规划建议为主要议程。全会提出,要着力保障和改善民生,合理调整收入分配关系,努力提高居民收入在国民收入分配中的比重、劳动报酬在初次分配中的比重。专家解读称,在“十二五”期间,保障和改善民生,千方百计让人民富裕起来,成为中国政府的一个重要执政理念。
The 5th Plenary Session of the 17th Central Committee of the Communist Party of China takes the proposal of considering the 12th Five-Year Plan of China as its main agenda. The plenum put forward that efforts should be made to guarantee and improve people’s livelihood, reasonably adjust the relationship between income distribution and strive to raise the proportion of residents’ income in the distribution of national income and the proportion of labor remuneration in the initial distribution. According to the expert’s explanation, during the “Twelfth Five-Year Plan” period, safeguarding and improving the people’s livelihood and doing everything possible to enrich the people have become an important governing concept of the Chinese government.
