如何快速而有效地造就合格的社会公民?对于这一各国教育界一直在探索而众说纷纭的问题,美国中小学的对策之一,是开设“公民教育课”。据美国《纽约时报》报导:在1986年美国宪法颁布200周年纪念活动的影响下,美国中小学校兴起了一股学习美国行政管理和民主社会准则的热潮,以往那些抽象空洞且繁琐不堪的道德教育不再为人青睐。相反,中小学生纷纷选修了“法制课”和“公民教育课”;从1988年秋季开始,纽约州各中小学的毕业班学生都得修习一门为期一学期的“参与行政管理”之类公民教育课程,其重点在于进行模拟审判等方面的活动;加利福尼亚州教育委员则提出并设置了一种融“公民道德”与“民主准则”于一体的公民教育课程——社会学习课,供幼儿园的儿童乃至12年级学生学习。
