在我国,由于计划经济体制的影响,传统的行政组织官僚作风严重,组织僵化,不能适应经济社会发展的需要,同时增大了政府机关与社会公众的隔离,行政效率低下。究其原因主要是,交流渠道单一、公务员缺乏服务理念、职能混乱、相互扯皮等。为了改变这种状况,应从行政组织形象建设着手,具体包括:以人为本,健全机制;建设健康和谐的机关文化,培育团结奋进的工作氛围;完善制度、推动实现科学规范运作等,从而提高行政效能。
In our country, due to the influence of the planned economy system, the bureaucratic style of the traditional administrative organization is serious, the organization is rigid, it can not meet the needs of economic and social development, meanwhile, it increases the isolation of government agencies and the public, and low administrative efficiency. The main reason is that the channels of communication are single, the civil servants lack the service concept, the functions are chaotic, and each passing off one another. In order to change this situation, we should start from the image construction of administrative organizations, including: people-oriented, sound mechanisms; building a healthy and harmonious organizational culture, nurturing a working atmosphere of unity and progress; improve the system and promote scientific and standardized operation, thereby enhancing administrative efficiency.
