当前,我国医用耗材管理出现了以下问题:品名不统一,没有规范编码;费用占比高,增幅大;管理不规范;监管粗放,不够细化;价格虚高,患者负担重;招标采购范围小等。为控制医用耗材价格、减轻患者负担、降低医保基金支出,对医用耗材,应建立规范管理的长效机制;成立专门管理机构和日常维护机构;制定分类管理办法,明确分担比例;规范医保准入机制;加快“一码四库”建设;扩大招标范围,组织价格谈判和团购。
