实行专利制度的目的不是仅仅为了申请专利和批准专利,而主要是为了在法律保护下,通过专利技术的实施,使发明创造成果尽快地转化为生产力,产生实际的经济效益和社会效益,促进科技进步,推动经济发展。专利技术的实施是我国专利事业的生命线。我国自1985年4月1日专利法实施到1991年4月底,专利申请累计已达181510项,已批准专利69308项,专利技术(已授予专利权的发明创造)和专利申请技术(正在审批的专利申请技术)的实施率为30％。截止1991年4月底,我省共申请专利5029项,批准专利1956项。87-90年,省专利局抽样调查了全省已公开、公告和授权的专利项目,其中已实施的有536项,实施率为28％,这已实施的536项累计新增值10.2515亿元,新增利税1.8413亿
