中国入世并没有承诺立即加入《政府采购协议》(Government ProcurementAgreement,GPA),但承诺入世两年后启动GPA谈判,这一方面是基于培养我国企业经济竞争力的考虑,另一方面也是WTO所允许的。然而,对于GPA的法律原则,我们必须认真学习借鉴,并从我国政府采购的实践中总结提高。无庸置疑,政府采购向国际化发展是必然趋势,值《中华人民共和国政府采购法》于2003年1月1日起正式实施之际,有必要深入了解国际政府采购协议的基本精神和全球政府采购市场的巨大商机,以便入世后的中国企业作好充分准备,奋起直追,全面参与国际竞争。
