众所周知,蝴蝶效应是指一个初始条件微小的变化,经过不断放大,对其未来状态会造成极其巨大的差别。经济学中比喻一个微小的机制,如不加以及时引导、调节,可能会给社会带来非常大的危害。现阶段,我国招标投标的交易机制以政府要求“进场交易加监督”为主导。目前,全国省市县三级有数千家招标投标交易场所。在党中央提出全面深化改革的今天,招标投标交易场所作为招标投标交易的微观机制,能否打破固化利益藩篱、能否拆除市场壁垒、能否做到统一规范、能否回归公平公正轨道,将直接关系到我国招标投标制度的成败。目前,各地招标投标交易场所管理模式不一、体制不一,运行中仍存在一定问题,应当引起国家有关部委的高度警惕,以防止招标投标交易场所的不规范操作而引发的行业蝴蝶效应。
