新疆生产建设兵团农场小型水利工程项目多,投资额度大,过去长期采用自营方式进行水利工程建设。1996年完成水利建设投资9.6亿元,并在农6师新湖干渠改建工程实行招投标试点,取得成功经验。1997年水利投资计划10.68亿元,又在5个项目推行招投标制,展开公平竞争,避免了“人情工程”、“首长工程”等弊端,既保护了业主利益,也保护了中标者的合法权益。标底总价3170.15万元,合同总价3175.95万元,体现了公平、公正原则。
