当代中国经济的飞速发展,使得中国在国际社会的政治大国和经济大国地位得以确立。越来越多的外国人,尤其是西方国家的知识分子,开始对中国文化发生兴趣。但是,中国的人文社会科学工作者在国际上的声音依然十分微弱,以致于有人竟认为中国学者患了“失语症”。作者虽然不同意这种看法,但也不得不承认这样一个事实,即在公认的国际人文社会科学权威学术刊物上很少见到中国学者的论文。尽管其中的意识形态和语言文化霸权的因素不可排除,但中国学者的主观努力也远远不够。这就需要我们认识到人文社会科学研究的国际化的重要性和紧迫性。作者根据多年来在国际学术刊物上发表论文的经验,提出一种多元评价标准,即除了重视在SSCI和A&HCI来源期刊上发表论文外,人文学科的学者还应当在国际著名的出版社出版专著或编著。追求在SSCI和A&HCI来源期刊上发文数量的同时,更应该注重文章的被引用率和实际影响力。总之,在作者看来,实行中国人文社会科学研究的国际化战略要从三个方面来共同努力:(1)组织学术造诣深厚且英文写作好的学者集体攻关,力争在公认的国际权威刊物上发表数量可观的原创性论文,并使有分量的学术专著在国际权威出版社出版;(2)培养一支高水平的学术翻译队伍,通过与国外学者的合作,将中国人文社会科学的优秀成果译成英文,在国际学术刊物上发表或在国际权威出版社出版;(3)努力打造中国人文社会科学的精品刊物和精品出版社,绝不以盈利为目的,争取在今后五年内,向汤姆森科技信息集团推荐100种SSCI或A&HCI来源期刊。
The rapid economic development of contemporary China has enabled China to establish itself as a political and economic power in the international community. More and more foreigners, especially those in the western countries, began to have an interest in Chinese culture. However, the international voice of China’s humanities and social sciences workers remains so weak that some people think that Chinese scholars suffer from “aphasia.” Although the author disagrees with this view, he also has to admit the fact that seldom seen papers by Chinese scholars are found in the well-recognized authoritative academic journals of international humanities and social sciences. Although the ideological and linguistic cultural hegemony among them can not be ruled out, the subjective efforts of Chinese scholars are far from enough. This requires us to recognize the importance and urgency of the internationalization of humanities and social science research. Based on his years of experience in publishing papers in international journals, the author proposes a multiple evaluation criteria, that is, in addition to emphasizing the publication of papers in SSCI and A & HCI source journals, the humanities scholars should also publish monographs in well-known international publishing houses or Edited. While pursuing the number of articles published in SSCI and A & HCI journals, more attention should be paid to the citation rate and actual influence of the articles. In short, in the opinion of the author, the internationalization strategy of implementing Chinese humanities and social sciences research should work together in three aspects: (1) To organize scholars with profound academic attainments and well-written English to tackle the issue collectively, and strive to make joint efforts in recognized international authoritative publications Publish an impressive number of original essays, and make the volume of academic monographs published in international authoritative publishing houses.
