目前,东北林区的森林消防工作,形成了地面由地方行政区域领导、林业企业分片负责;空中有飞机加警察和专业扑火相结合的防扑火格局。实践证明,地面防扑火工作具有分布广、覆盖面大和对该施业区的情况非常熟悉的特点,而森林航空消防则具有灵活、机动、迅速、准确和突击性强等绝对的空中优势。如果空地间能在森林消防工进一步加深合作,建立一种有效的空地协同合作机制,相互间密切配合,那么整体防扑火能力则会得到更大的提高。
At present, the forest fire prevention work in the northeast forest area has formed the ground that is under the leadership of the local administrative regions and the forestry enterprises are in charge of the fragmentation. Practice has proved that the anti-flaming work on the ground has the characteristics of being widely distributed, covering a large area and being very familiar with the conditions of the project. However, the forest aviation fire control has the absolute air superiority of flexibility, mobility, speediness, accuracy and surprise. If the open space between firefighters to further deepen the cooperation in the forest to establish an effective mechanism for space cooperation and coordination, closely cooperate with each other, then the overall ability to prevent fire will be greatly enhanced.
