随着社会主义市场经济体制的确定,必然引起我国经济和社会生活各个方面的一系列深刻变化,这些变化也必将产生权力和利益格局的变动,这就必须通过法律和法规来调整。因而依法行政就成为市场条件下的必选管理方式,但改革开放以来,虽然我们在依法行政方面取得了显著成绩,可“有法不依、执法不严、违法不究,政府工作人员滥用职权、以权代法、执法犯法、循私枉法”等行政违法现象却依然普遍存在。本文将从管理学的角度对依法行政问题做一些探讨。
As the socialist market economic system is determined, it will inevitably lead to a series of profound changes in all aspects of our economic and social life. Therefore, administration by law has become a mandatory management method under market conditions. However, since the reform and opening up, although we have made remarkable achievements in administering the country according to law, we can “find fault with the law, lax enforcement of law, infringement of laws, abuse of power by government staff, The law on behalf of the right to law enforcement, committing crimes through committing crimes of law ”and other administrative violations still exist ubiquitously. This article will make some discussions on the issue of administration by law from the perspective of management science.
