“辽丹344”轮系辽宁丹东市顺泰海运公司法定代表人张奎仁的个体运输船只,额定载重量350吨。该轮于1991年9月14日在中国人民保险公司丹东市支公司广场营业部投保船舶保险,保额150万元。1992年8月18日,“辽丹344”轮从大连松辽港务公司码头装载365吨盘圆钢运往威海,行致大连港黄白咀附近时突然翻沉。海事发生后,投保人向保险人提出索赔。为弄清事故原因,大连港务监督局对该起海事进行了调查,并于1992年10月5日出具了“辽丹344”轮沉没原因的结论。结论原文是:“1992年8月18日21.55时,‘辽丹344’轮沉没在大连港黄白咀附近一案,
